This site offers a 10-layer interactive map over Ankara, a component encyclopedia, world case studies and a Turkey maturity assessment.
The ten components of a smart city
Traffic & Mobility
Real-time traffic density, adaptive signalization, transit flow, and demand-responsive routing.
Sub-components:

Where Turkey stands: İBB, ABB, İzBB have core AVL and adaptive signals. MaaS and DRT are still piloted.

Air Quality
PM2.5, PM10, NO₂, O₃, SO₂, CO from reference stations, densified by a low-cost sensor grid at neighborhood resolution.

Where Turkey stands: The Ministry of Environment operates 347 national stations. Municipal densification and public visualization lag.

Smart Lighting
LED conversion, motion-dimming, astronomical calendar, centralized CMS control and fault telemetry.

Ultrasonic fill sensors, dynamic collection routing, recycling segregation, landfill-gas monitoring.

Where Turkey stands: Sensor bins exist as scattered pilots. Source separation and PAYT still rare.

Water & Utilities
SCADA, district metered areas (DMA), acoustic leak detection, smart meters — full network digital twin.

Where Turkey stands: SCADA is widespread in metros. DMA and acoustic detection scaling; AMI still limited.

Energy Consumption
Building-level consumption monitoring, grid balancing, rooftop PV, energy performance certificates.

e-Government integration, 189 service items, identity, payments, open data portal and civic engagement.

Where Turkey stands: TR e-Gov is a world leader. Municipal open data & participation platforms maturing.

Park inventory, individual tree cadastre (i-Tree), urban heat-island maps, SUDS stormwater infrastructure.

Where Turkey stands: Tree cadastres starting in a few districts. Heat islands and SUDS not yet in master plans.

Smart city case studies
Singapore, Singapore (2014)
Program: Smart Nation · Impact: +15% transit efficiency
Focus: National digital identity · IoT backbone · Virtual Singapore digital twin
Smart Nation is a national program coordinated under a single ministry (Smart Nation and Digital Government Office). It includes Singpass SSO, a whole-island 3D digital twin (Virtual Singapore), a nationwide sensor platform, and MaaS-led transport reform.
Lessons for Turkey: Single-roof institutional model. Open APIs plus digital twin. Citizen identity at the core.
Barcelona, Spain (2012)
Program: City OS + Decidim · Impact: €42.5M/yr savings
Focus: IoT grid · citizen data sovereignty · open-source-first policy
Barcelona released its IoT stack (Sentilo) as open source. DECODE gives citizens technical control of their data. The Decidim participation platform is used by 400+ cities.
Lessons for Turkey: Open-source insistence avoids vendor lock-in. Data sovereignty shows privacy-first smart city is feasible.
Copenhagen, Denmark (2014)
Program: Connecting Copenhagen · Impact: Carbon-neutral target 2025
Focus: Air quality · cycling network · district heating
Copenhagen declared the goal to be the first carbon-neutral capital in 2012. Cycling infrastructure (400+ km), district heating (98% of homes), and harbor wind/PV form three pillars.
Lessons for Turkey: Long-term climate commitment + open data + sector partnership. Relevant for Ankara (district heating).
Helsinki, Finland (2017)
Program: Helsinki 3D+ · Impact: 100 km² digital twin
Focus: Open data · twin leadership · energy simulation
Helsinki released a city-wide CityGML LoD 2 twin under open license. Used productively for energy simulation, noise maps, solar analysis.
Lessons for Turkey: The twin is infrastructure, not demo. Open license + actual use-cases — directly relevant to Verigo's model.
Seoul, South Korea (2015)
Program: Smart Seoul 2030 · Impact: 50K IoT sensors
Focus: Smart bus · flood early-warning · Metaverse Seoul
Roadmap built on four pillars: Big-data, Network, IoT, AI. The Owl Bus night routes (big-data-designed) are an early example.
Lessons for Turkey: Data → service agility. Public 3D access strengthens participation.
Amsterdam, Netherlands (2009)
Program: Amsterdam Smart City · Impact: 170+ projects
Focus: Circular economy · open innovation · living lab
Non-profit platform: city + private + academia partnership; projects via open calls. Circular economy and living-lab are deliberate focuses.
Lessons for Turkey: Public-private partnership distributes cost and speeds innovation.
London, United Kingdom (2013)
Program: Smarter London Together · Impact: £9.7B economic impact
Focus: Open data · ULEZ emissions · MaaS integration
Under the Greater London Authority, London built Smarter London Together plus London DataStore, making public data the backbone of smart-city policy. Ultra Low Emission Zone (ULEZ), LoRaWAN city sensing, TfL real-time APIs — a single-roof operational smart-city ecosystem.
Lessons for Turkey: Open data + operational policy create compounding value. Enforcement zones enable measure-act-repeat loops.
Tokyo, Japan (2019)
Program: Smart Tokyo (TOKYO Data Highway) · Impact: 100% 5G mesh coverage
Focus: Disaster resilience · digital twin · Society 5.0
Tokyo Metropolitan Government's Smart Tokyo operationalizes Japan's Society 5.0 vision at city scale. A 3D digital twin covering all 23 wards, a 5G Data Highway, earthquake early-warning plus building evacuation simulation, flood modeling — all on one integrated platform.
Lessons for Turkey: A digital twin can be a national policy instrument. Disaster-centric motivation accelerates adoption.
Vienna, Austria (2014)
Program: Smart City Wien Framework · Impact: #1 livability (Mercer 10 yrs)
Focus: District heating · public transit · social housing
Vienna's approach is not tech-first — livability-first. The world's largest district heating network, a €365/year transit pass (€1/day), 220,000 social housing units, 2040 climate-neutral target. Every decision maps to livability KPIs.
Lessons for Turkey: Goal is not tech — it's measurable livability. Social infrastructure gives digital infrastructure its meaning.
Dubai, UAE (2014)

Focus: Paperless government · AI · blockchain
Smart Dubai started with an emirate decree: paperless government in 10 years. DubaiNow delivers 100+ services via a single app; municipal transactions on blockchain. The Dubai 10X initiative targets "10 years ahead" policies — self-driving taxis, Hyperloop feasibility, Mars simulation projects.
Lessons for Turkey: Decree-driven programs move fast but risk sustainability when citizen participation is thin.
Stockholm, Sweden (2017)
Program: GrowSmarter / Stockholm Smart City · Impact: CO₂ −55% (2019 baseline)
Focus: Climate positive · fiber backbone · zero-carbon mobility
Stockholm has the world's densest open fiber network thanks to the municipally owned Stokab (since 1994). The EU Horizon 2020 GrowSmarter project scaled energy, mobility and infrastructure pilots. With a 2040 fossil-free goal, it unifies electric boats, biogas buses and green buildings into a single system.
Lessons for Turkey: Public-owned infrastructure prevents monopoly lock-in. EU funding is a strong catalyst for scaled pilots.
Zurich, Switzerland (2018)
Program: Smart City Zürich Strategy · Impact: 83% transit satisfaction
Focus: Data ethics · participatory budget · zero-waste pilots
Zurich is a rare smart city that binds initiatives to explicit ethics. An 11-point public data-ethics manifesto, mandatory AI transparency reporting, and participatory budgeting where 5M CHF/yr goes to direct citizen votes — transparency is as much a KPI as performance.
Lessons for Turkey: Ethics frameworks must be designed with technology, not bolted on after.
